Problems, reviews, and frequently asked questions
Most CCS problems fall into a small set of patterns. This page collects them, with the fix for each, and the review options if you disagree with a decision.
Common problems and fixes
| Problem | Likely cause and fix |
|---|---|
| Subsidy suddenly stops | Income not confirmed after the financial year, or enrolment lapsed. Lodge or confirm income, and check the enrolment with your service. |
| Percentage looks too low | An old income estimate, or a calculator using last year's thresholds. Update the estimate and check the 2026-27 figures. |
| Gap fee jumps without a fee rise | Hours above the subsidised total charged at full fee, or the 5% withholding. Compare the itemised bill with your Centrelink record. |
| Claim stuck | Unconfirmed enrolment or an immunisation record out of date. Fix those two items first. |
| Debt after balancing | Income estimate too low during the year. Ask for an explanation, check the recalculation, and arrange repayment. |
Reviews and appeals
If you disagree with a Services Australia decision, you can first ask for an explanation and then seek a formal review by an authorised review officer. If that review does not resolve the matter, further review options exist through the Administrative Review Tribunal. Deadlines apply, and they are short, so do not wait for a debt to grow before challenging a calculation you believe is wrong. Keep copies of every notice, every bill, and every income estimate you submitted: reviews are decided on evidence, not on recollection.
Frequently asked questions
Do I need to work to get CCS?
No, not for the baseline. Since 5 January 2026 every eligible family gets at least 72 hours a fortnight per child under the 3 Day Guarantee, regardless of activity. Work and study matter only if you want 100 hours.
Can I use any child care service?
No. Only approved child care services attract CCS. Ask the service whether it is approved before you enrol.
What if my provider charges above the cap?
You pay the full excess above the cap, whatever your percentage. Compare hourly fees with the cap before you enrol, not after the first bill.
What if my income changes mid-year?
Update your estimate in your Centrelink account as soon as it changes. Waiting until balancing turns a small adjustment into a debt.
Does CCS cover the whole bill?
Almost never. The percentage, the cap, the hours limit, and the 5% withholding all mean a gap fee remains in most cases. Budget for the gap, not for the headline percentage.
